The project reconsiders Konak Square as a civic field shaped by successive historical layers, public institutions, monuments, and patterns of everyday urban life. Rather than positioning the municipality as an autonomous object within this setting, the proposal extends the spatial logic of the square into the site, allowing existing pedestrian movements and urban relationships to generate a sequence of public voids.
The building is conceived through the contrast between a robust concrete plinth and a transparent civic volume above. The plinth anchors the project to the city and accommodates programmes directly associated with public use, while the lighter upper structure gives institutional presence to the municipality without separating it from the life of the square. Its orientation and geometry respond to significant urban axes, preserving visual and spatial connections between Cumhuriyet Boulevard, Konak Pier, and the waterfront.
Terraces, exhibition spaces, council functions, and municipal programmes are layered around a clear system of public circulation, allowing the building to operate as an extension of the civic realm rather than as a closed administrative object. Through the interplay of mass, transparency, and urban void, the project seeks to establish an architecture in which institutional identity is expressed through accessibility, visibility, and participation.
