The project explores how architecture and landscape can transform an urban fracture into a new civic place. Located at one of Samsun's most fragmented intersections, where highways and rail infrastructure divide the city, the proposal turns away from noise and congestion to create a protected public landscape that reconnects people with the city and the sea.

A sculpted topography becomes the project's primary architectural element, rising above the surrounding infrastructure to establish uninterrupted pedestrian continuity, restore visual connections, and organise the campus. Emerging from this landscape, the city hall, cultural centre, and mosque form distinct civic landmarks while remaining part of a single spatial composition.

Rather than treating the site as residual infrastructure, the project reimagines it as a contemporary urban shoreline where architecture, landscape, and public life converge.
